Procedures to be adopted by the Commission when giving consultation
(1) If the consultation of the Commission is requested according to sub-section (1) of Section 41, in order to make the civil service efficient and effective, the law regarding the conditions of civil service should be differentiated according to the nature and conditions of different types of civil service work. The commission will give advice by considering the arrangement to bring uniformity in the things that need to be done and to bring uniformity.
(2) If the consultation of the commission is requested according to sub-section (2) of section 41, the commission will also consider the principles determined by the commission regarding the civil service and provide consultation.
(3) If the consultation of the Commission is requested in accordance with Sub-section (3) or (4) of Section 41, the Commission will examine the suitability of the candidate as necessary by one or more of the methods mentioned in Section 24, considering the nature of the civil service or position.
(4) If the commission's consultation is requested according to sub-section (5) of section 41, the commission will check whether the prescribed process has been completed in accordance with the prevailing law on service conditions, and if the process has not been completed, it will ask the authority to complete the process, if necessary, and consult with the authority, including other additional evidence. .
(5) If the commission's consultation is requested in accordance with sub-section (6) of section 41, the commission will take into account the purpose, utility and importance of the new service, group or sub-group to be formed and also consider making the civil service and other government services more efficient and effective. .
(6) If the consultation of the Commission is requested in accordance with sub-section (7) of Section 41, the Commission will give consultation in such a way that the same arrangement is applied as far as possible, considering the nature and condition of the service.
(7) According to this section, the commission may seek advice from experts in the relevant subject for the purpose of consultation.
(8) Other procedures to be followed while giving counseling shall be as prescribed by the Commission.
